PERATURAN PERTANDINGAN KL GRASSROOT LEAGUE

1. Registration of Player
i) Players Eligibility - Under 12’s
Year Born 1998 and later
ii) Each team in this tournament is allowed to register a maximum of 25 players for this tournament. All teams are to strictly abide to the age category.
iii) All teams are required to submit their Entry Form by Monday 11 January 2010.
iv) All teams are required to submit their team and player’s individual registration form (complete with current passport size photograph – gambar terkini) to the tournament organizers during the Team Managers Meeting on Saturday 21st February 2010.
To avoid any controversies and un-sportsmanship, the players individual registration forms must be verified and certified by their respective school headmaster and or the sports master in-charge (signed and with school stamp).
A copy of the Original Birth Certificate/Identity card/Passport shall be attached.
v) All teams must produce the Original Birth Certificate/Identity card/Passport during registration for verification and also for the purpose of certification of the photocopy.
vi) A player is strictly prohibited from representing more than one Team or Club.
vii) Every participating club will be eligible to inspect their opponent’s Player Registration Card before a match.
viii) Any Club that violates the above Registration of Players Rules shall be disqualified from the tournament. All matches featuring the ineligible player/players will be awarded to the opponents with a score of 3-0.
2. Number of Teams
32 teams only. To be divided into two groups of 16 teams (Group A & B)
3. Mode of Match
Played on a 11 A-Side Basis.
4. The Duration of the Matches
All matches will be played for the duration of 40 minutes total game time with 20 minutes per half and 10 minutes half time interval.
5. Number of Players
Minimum number of players to start each half shall be 7 failing which a walkover shall be awarded to the opponent with a score of 3-0.
6. Substitutes
Substituted players shall be allowed to re-enter in the same match (Rolling Substitution).
7. Changes in Match Time
The technical committees reserve the right to change the time of the match with prior notice to the Team’s involved.
8. Team Jerseys and Numbers
i) Each team should have 2 sets of numbered Jerseys. In the event of a color clash the team named first shall be required to make a change (Bibs).
ii) Players must wear their designated jersey numbers throughout the tournament ( as indicated in the respective teams registration form).
9. Competition System
a. Group Matches & Points
Group stage matches shall be played in league format divided into 2 groups of 16 teams each (Groups A & B) with each team playing two matches against each of the other teams in the same group, with 3 points for a win, 1 point for a draw none for a defeat.
The top 8 teams from each Group (A & B) shall qualify for the Second Round Knock-out Stage
Each participating team is guaranteed a minimum of 30 matches.
b. Second Round Knock-out Stage
In the event of 2 or more teams with an equal number of points at the end of the 1st round group stage, the following rules shall apply in sequence to determine the quarter-finalist:
i) Head to Head result – the winner of the head to head meeting will qualify.
ii) Goal Difference - the team with the better goal difference will qualify.
iii) Goals For - the team with the most goals for will qualify.
iv) Goals Against - the team with the least goals against will qualify.
Top 8 teams of each group (A & B) shall play a cross over 2nd round in accordance to the knock-out system as follows:
Second Round 1 - A1 vs B5
Second Round 2 - B1 vs A5
Second Round 3 - A2 vs B6
Second Round 4 - B2 vs A6
Second Round 5 - A3 vs B7
Second Round 6 - B3 vs A7
Second Round 7 - A4 vs B8
Second Round 8 - B4 vs A8
c. Quarter-Finals
Quarter-final 1 - Winner SR 1 vs Winner SR 6
Quarter-final 2 - Winner SR 2 vs Winner SR 5
Quarter-final 3 - Winner SR 3 vs Winner SR 8
Quarter-final 4 - Winner SR 4 vs Winner SR 7
d. Semi-Finals
1st Semi Final - Winner Quarter-final 1 vs Winner Quarter-final 3
2nd Semi Final - Winner Quarter-final 2 vs Winner Quarter-final 4
e. 3rd & 4th Placing

g. Draw Matches In:
i. For Second Round, Quarter-finals, Semi-finals and, the following applies
1. 10 minutes extra time (5 minutes each half)
2. Penalty Kicks – each team to take 5 penalty kicks (only players in the field at the end of full time)
3. Sudden death penalty kicks – in the event that after 5 penalty kicks the result is still a draw, sudden death penalties will be taken until a winner is decided.
ii. 3rd & 4th placing
1. Penalty Kicks – each team to take 5 penalty kicks (only players in the field at the end of full time)
2. Sudden death penalty kicks – in the event that after 5 penalty kicks the result is still a draw, sudden death penalties will be taken until a winner is decided
iii. Final
1. 15 minutes of extra-time (7.5 minutes each half), in the event that its still a draw than,
2. Penalty Kicks – each team to take 5 penalty kicks (only players in the field at the end of full time)
3. Sudden death penalty kicks – in the event that after 5 penalty kicks the result is still a draw, sudden death penalties will be taken until a winner is decided.
10. Fair Play Trophy
The objective is to REWARD the team that displays exemplary sportsmanship throughout the League in terms of.
i) Players conduct before, during and after matches (including Red & Yellow cards)
ii) The bench conduct during matches (the reserves and officials)
iii) Supporters Conduct before, during and after matches
The Organizing Committee shall decide on the winner based on the above criteria. And from feed-back’s received from match officials and members of the competitions committee.
11. Yellow And Red Card
a. Yellow Card
i. A player who receives 2 cautions (yellow card) in a match shall be automatically be suspended from the following match (1 match).
ii. A player who receives 3 cautions (yellow cards) during the Competition shall automatically be suspended from the match following the match in which he received the third caution. This will apply for all stages of the competition.
iii. Single yellow cards received in one stage of the competition will not be carried forward to the next stage.
b. Red Card
i. A player who receives an expulsion (an immediate Red Card) during the Competition shall automatically be suspended for two subsequent matches following the match in which he received the expulsion.
ii. A player or official expelled from the field of play by the referee shall remain suspended from further play until his case has been decided by the Football Association of Malaysia (FAM) Disciplinary Board.
iii. If there are fewer than seven players on either team, the match will be abandoned. In this case, the Football Association of Malaysia (FAM) Disciplinary Board will take appropriate action.
12. Decisions
Referees decision is Final.
13. Indiscipline / Misconduct
A player and or team official involved in fights, abusing of match / tournament officials and damaging of venue property shall be referred to the Football Association of Malaysia (FAM) Disciplinary Board for further action
14. Abandonment of Matches
i. If a match is abandoned before the end of normal time because of the field is not fit to play, or because of the weather conditions, a 40 minute replay must be played on a reserve date set by the Competitions Committee.
ii. If a match cannot commence or is abandoned before the end of normal time for reasons beyond control, a 40 minute replay must be played on a reserve date set by the Competitions Committee. In the case of a match not been able to commence on time it must be first be delayed for a minimum of 30 minutes before a decision to replay is taken.
15. Protest and Complaints
All questions of Interpretation of Rules shall be referred to the Competitions Committee / Football Association of Malaysia (FAM) Disciplinary Board.
In event of a protest, it must be in written and accompanied by a cash deposit of RM500.00. The protest shall be made known to the Competition Director before commencement of the said match or not later than 10 minutes after the said match had ended followed by an official written protest not later than 24 hours after the said match. The deposit will be forfeited if the protest is dismissed by technical committee, whose decision shall be final.
16. Rules Not Stated
Standard FIFA/FAM rules shall apply, failing which the decision of the Technical Committee shall be final.
17. League Presenting Sponsor’s Logo
All participating team jerseys shall carry the Leagues presenting sponsors logo at all times. Sponsors logo shall be provided by the organizers.
18. Team Sponsor’s & Team Sponsor’s Logo
Applicable for team’s who are currently without a team sponsor.
In the event that the organizers have managed to secure a sponsorship for a team, the team’s jersey shall carry the sponsors logo at all times. The sponsorship shall only be valid for the duration of the League. Sponsors logo shall be provided by the organizers.
19. Prizes & Prize Money
Prizes for the Sultan Ahmad Shah Cup will be as follows
Champion - Sultan Ahmad Shah Cup + RM10,000.00 +Take -away trophy + 25 Medals + Certificate
Runner up - RM5,000.00 + 25 Medals + Certificate
3rd Placing - RM1,500.00 + 25 Medals + Certificate
4th Placing - RM1,000.00 + 25 Medals + Certificate
The Sultan Ahmad Shah Cup shall at all time be the property of the Organizer and shall remain in the premises of the said Organizer. A replica trophy will be presented to the respective winners.
20. NJCL Special Awards
Fair Play Trophy + RM3,000.00
